Honorary Consulate

The establishment of new Honorary Consulates in the United Kingdom, its Overseas Territories and Crown Dependencies is regulated by Article 4 of the Vienna Convention on Consular Relations (VCCR) of 24 April 1963.

Opening a new Honorary Consulate in the United Kingdom

The mission concerned should send a Note Verbale to Protocol Directorate requesting the establishment of a new Honorary Consulate. This Note should include a short justification of the need for such a post (e.g. presence of a sizeable community of nationals from the sending state who may require consular services or tourism). Protocol Directorate is unable to consider the appointment of a new Honorary Consul until the status of the new Honorary Consulate has been finalised.

Opening a new Honorary Consulate in the British Overseas Territories

Requests for the opening of new Honorary Consulates in the Overseas Territories should be sent to Protocol Directorate, who will consult the Overseas Territory concerned. The procedure and timeframe is the same to that outlined above regarding the United Kingdom.

Opening a new Honorary Consulate in the British Crown Dependencies

Requests for the opening of new Honorary Consulates in the Crown Dependencies should be sent to Protocol Directorate, who will consult the Crown Dependency concerned. The procedure is the same to that outlined above regarding the United Kingdom.

Please allow a minimum of 4 weeks for an official reply from Protocol Directorate.
